Unauthorized Sewer Connection Program
At the regularly scheduled Council meeting on February 4, 2008, Village Council unanimously voted to implement a Stormwater Utility and an Unauthorized Sewer Connection Program.
Due to severe surcharging of the sanitary sewer system during heavy rain and melting snow events, Village Council determined that it is time to address all “illegal” storm water connections which are directly connected to the sanitary sewer system. The concept of this program is to identify the “illegal” connections and cause them to be redirected to the storm sewer system. These connections shall be identified by mail surveys and home to home inspections based on the results of the mail surveys. Further investigative efforts, such as smoke testing of the sanitary sewer system are also being considered.
Anyone with an “illegal” connection(s) shall be responsible to redirect the flow at their own cost. Failure to comply within the time allotted shall result in the Village having the corrective actions made and all costs being assessed to the property tax bill.
As with the Stormwater Utility, the Unauthorized Sewer Connection Program shall take a few years to finalize and implement. It is estimated that this program will go into effect some time in 2013 with inspections to follow soon thereafter.
Anyone with questions about the program concept is asked to contact Sean Chapman at 419-647-6263 or email at schapman@spencervilleoh.com.
