Street Department
The Village of Spencerville has approximately 14.43 miles of streets, nearly 2.9 miles of alleys, and 5 bridges to maintain using monies from our street fund, capital projects fund, permissive fund and state highway fund.
Of the 14.43 miles of streets, 7.1 miles are in “excellent” condition, 4.32 are in “good” condition, 1.39 are in “fair” condition, 0.7 are in “poor” condition and 0.92 are in “critical” condition. It is very important for the Village to keep our streets, bridges and alleys in good condition for many reasons. The first and most important reason is safety. The citizens of Spencerville and anyone who passes through our community must be able to drive on our streets without encountering any hazardous road conditions. Other reasons to keep our streets in good condition include, but are not limited to, appearance, storm water runoff and capital improvement costs.
With the limited amount of money available for street maintenance, it can be difficult to maintain all of the streets on a regular basis. We receive roughly $15,000—$20,000 through the county permissive tax each year, this money can only be spent on 6.5 miles of the streets within the Village. We receive roughly $10,000 through the state highway fund each year; this money must be spent on the 2.4 miles of state highway that runs through the Village. Our local street fund, capital projects Fund, OPWC, and CDBG monies fund the remaining 5.53 miles of streets within the Village.
Each year we put nearly 100 tons of salt on our roads during the winter months to keep them safe and clear for motorists. The downside to salt use is that not only does it clear the roads during the winter, but it also creates potholes for the spring and summer, and it can deteriorate the curbs and catch basins. We spend a considerable amount of money each year in asphalt patching to repair the roads from the winter. This is something that will happen every year; however, with a good road program, we may be able to minimize the amount of money needed to patch our streets.
The Village implemented a road maintenance program in 2005. The plan identifies the work required on each street, the cost associated with the work and the year it should occur. Since the year 2000, the Village has completed improvements on 90% of our streets. With the implementation of this plan, we will be able to maintain our streets so they are safe and passable for the local citizens.
